Insurers should offer pandemic discount

Insurers should be offering a discount or extension on premiums because people are not able to use their motorcycles and cars as much.

We already suggested registration, warranty, roadside assistance and servicing offers should be extended and that met with approval among many readers.

So far, the only Australian motorcycle company coming to the party is Ural Australia who have extended warranties by three months.

Now QBE insurers have made a token gesture with a $50 gift card for private car owners and only $25 for motorcycle owners. They will contact customers soon with details of how to access the benefit.

They tell us gift cards will be able to be used for a “wide variety of goods and services including supermarket shopping, petrol, and at a host of other retail outlets”.

QBE Australia Pacific CEO Vivek Bhatia says the gift card represents about 25% of the average private-use motor insurance policy from April to June.

However, motorcycle insurance is often more expensive, so it may be a smaller percentage.

Still, it’s better than nothing.

We have heard that some other insurers are offering discounts for private cars, but we have not yet been able to confirm any discounts for riders.

Some people can still ride to work, to get grocers, visit the doctor or for a few other valid reasons.

For all other riders, their bike is just up on the stand in the garage on the trickle charger, burning registration money, wasting insurance premium and running down the warranty period.

Insurance should surely be extended or discounted because there is little risk of a crash while it is in the garage up on its stand.

The only risks are that it could be stolen or destroyed in a house fire.

Extended warranty

We notice that in India, KTM, Royal Enfield and Benelli are extending warranties and free service offers for all models, while Benelli is also extending its roadside assistance program.

Royal Enfield is matching the offer in the UK so we asked Royal Enfield Australia if they would offer it here, but they have not replied.

Ural Australia has extended warranties by three months for all new motorcycles sold up to 30 June 2020 on top of the standard two-year manufacturer warranty.

What a great move to ensure the loyalty of customers.

Be aware that just because your bike may be idle and not racking up the kilometres to the next scheduled service, it may still need a service. Check your bike’s manual for the maximum time interval between services.

As for registration, it is made up of an insurance component and a payment to help maintain our roads.

If you are not riding, you are not an insurance risk and you are not doing any damage to the roads (not that motorcycles do much road damage anyway!).

So state governments should offer an extension of registration periods for these mandatory lay-offs they have enforced.

In New Zealand, they are extending vehicle registrations and warrants of fitness (annual roadworthy certificate) for six months.

Bull-It jeans help win enterprise award

UK protective clothing company, Covec Limited, parent company of Bull-it Jeans, has received the Queen’s Award for Enterprise recognising their export success.

The company exports to 14 different countries in Europe, Australia, North America and New Zealand.

Company founder Keith Bloxsome says they made their first container sale to Australia, quickly followed by New Zealand in 2012.

Covec developed their protective textile material by re-engineering inflexible liquid crystal polymer to achieve abrasion resistance, weather-proofing, low thermal conductivity and improved strength.

Covec’s material is used in sportswear, military clothing and their motorcycle clothing brand, Bull-it, which makes jeans, leggings and jackets.

It is also licensed to a variety of global brands including Triumph Motorcycles, Rokker of Switzerland, KLIM USA, RevZilla, IXS and The Bike Shed Motorcycle Club.

In Australia, the internationally recognised MotoCAP testing facility has so far only tested Bull-It’s jeggings which received a full five stars for comfort but only half a star for safety.

It should be noted that the other leggings tested from Draggin and Oxford also rated half a star for safety.

In the past six years, Covec increased overseas sales by 587% with exports making up 53%.

This has been recognised with the Queen’s Award for International Trade for Outstanding Continuous Growth in Overseas Sales.

Keith says the achievement comes despite a weak British Pound, Brexit turmoil and ever-toughening CE safety regulations.

India the next motorcycle powerhouse

The $A31m cash sale of Norton Motorcycles to India’s TVS Motor Company marks India’s turning point towards becoming the next motorcycle powerhouse.

Respected market analysts GlobalData say the sale to India’s third-biggest motorcycle manufacturer with sales of more than 750,00 a year significantly marks TVS motorcycles’ entry into the global mid and high-capacity premium bikes.

GlobalData Senior Automotive Consultant Bakar Sadik Agwan says it will “strengthen the India-based brand’s position in international markets”.

“TVS, which has presence in over 60 markets globally, gets an opportunity to foray into high-powered and premium bike segments,” he says.

“The TVS-Norton deal now makes it quite evident that India two-wheeler makers are keen towards opportunities to scale globally and expand horizontally through tech-partnerships and acquiring manufacturing know-how of ‘classic’ motorcycles.”

In other words, the sale marks a turning point where India could become the next motorcycle powerhouse.

The Indian motorcycle market is already the largest in the world with sales of a gob-smacking 21 million last year.

That eclipses China which has dropped from 27.5m in 2008 to 17m last year.

But most of the bikes sold in India and exported are low-capacity models with low profit margins per vehicle.

TVS, which is India’s second-biggest exporter of motorcycles behind Royal Enfield, now has the ability to enter the higher profit large-capacity premium market.

This is yet another example of how India is becoming the new motorcycle powerhouse.

Many of the world’s leading motorcycle brands are now firmly established in India with production and assembly factories, joint projects and large dealerships, including BMW, Ducati, Harley-Davidson and Triumph.

Norton had also begun forging links with the Indian company Kinetic Group to jointly produce and sell Norton motorcycles in India. That deal may not go through now.

Fellow British brand Triumph has been working for some years on a global partnership with Pune-based Bajaj Auto to build mid-capacity (200-750cc) motorcycles. Their partnership formally started in January.

In 2016, Indian auto manufacturer Mahindra & Mahindra acquired historic British brand BSA, but the revival of the venerable marquee seems to have stalled after their revival of the Jawa name encountered initial production hitches.

Mahindra also owns France’s Peugeot Motorcycles.

It should be remembered that another iconic British brand, Royal Enfield, gradually became Indian and under Eicher ownership has become one of the most successful brands in the world with sales of more than 800,00 a year.

New Norton owner promises upcoming models

Norton Motorcycles will continue to be British made and the new owner, India’s TVS Motor Company, promises to go ahead and build the pledged Atlas (pictured above) and V4 RR models.

TVS bought the troubled British manufacturer in a $A31m cash deal at the weekend.

The Indian company plans to continue production at Donington Hall and then move to a new headquarters nearby in Leicestershire.

New owner

TVS Corporate Communication VP Varghese M Thomas tells us the new owner will continue to build the Commando, Dominator and V4 RR as well as the promised Atlas series.

That is despite the Atlas 650cc parallel twin engine being sold by former Norton CEO Stuart Garner to a Chinese company.

In further good news for Australian Norton fans, Varghese tells us they will continue with their current dealer network with importer james Mutton of Brisbane Motorcycles.

James says they have returned deposits to those who paid for bikes not yet delivered, but if they decided to go ahead wth their order, they would not lose their place in the queue.

The 1200cc V4RR was priced at £28,000 in the UK and $59,990 in Australia plus on-road costs, but we don’t believe any models have yet been delivered to customers.

Likewise, the Atlas models which have powered by a 650cc which is basically half the 1200cc V4’s engine, were expected to be released this year for £9995 (Nomad) and £11,995 (Ranger), but have not yet been produced. They should cost around $A20,000 here.

Varghese says he cannot answer our questions about warranty and spare parts “at this point in time”.

There is also no word yet on whether any motorcycles or at least components will be built by TVS in India.

However, it should be noted that Norton signed a deal in 2017 with Indian company Kinetic Group to jointly produce and sell Norton motorcycles in India.  That deal is not expected to go ahead.

Where will you ride when lockdown ends?

Riders may have to cool their engines for some time yet, but that doesn’t stop us dreaming of where we will go when the lockdown ends.

Protest groups around the world are demanding the lockdown ends now but we know that won’t be happening.

However, that doesn’t stop us dreaming of the day the travel bans are lifted and the borders are reopened.

Hopefully, you have hibernated your bike properly, had it on a trickle charger and have a full tank of very cheap petrol ready to go.

Meanwhile, you can dream about where you are going to ride when the bans are lifted and how long you will be away.

I’m lucky enough to be able to continue to ride for my work, testing bikes (such as the Harley-Davidson Softail Standard above) and gear to make ends meet.

However, I have been responsible and limited my rides to short trips.

So my first ride after the lockdown will be a long trip with overnight stays … so long as that is allowed!

No doubt it will still be important to continue practising social distancing and safe hygiene.

That means:

  • Riding solo or in a small group;
  • Limiting stops along the way;
  • Carrying spare disposable gloves for refuelling, etc;
  • Paying by credit card, not cash;
  • Practising social distancing;
  • Maybe camping out rather than staying in hotels;
  • Eating takeaway or cooking my own meals; 
  • Frequent hand washing and carrying my own sanitiser; and
  • Carrying a thermometer for a daily temperature check.

Now I just have to stick a pin in a map of Australia and start planning the road trip.

No doubt anywhere will welcome the motorcycle tourism dollar after a tough period of drought, bushfires, floods and pandemic.

Teenage rider injured in hit and run crash

A teenage boy has suffered a serious leg injury after his Kawasaki trail bike was involved in a hit-and-run crash with a Toyota Camry in western Sydney yesterday.

NSW Police are now appealing for the public’s help to find the driver.

The crash happened about 7.20pm yesterday (20 April 2020) in Maud Street, Fairfield West.

Police have been told the 15-year-old teenage boy was riding a Kawasaki trail bike south along Maud Street and a gold Toyota Camry was travelling north when they collided at the intersection of Percy Street.

The driver stopped and spoke to a resident in Percy Street but then drove off.

NSW Ambulance paramedics attended and took the boy to The Children’s Hospital at Westmead, where he remains in a serious but stable condition with a serious leg injury.

Officers from the Metropolitan Crash Investigation Unit are appealing for anyone with information about the vehicle which is described as an early 2000 model gold-coloured Toyota Camry sedan, or driver to contact the Metropolitan Crash Investigation Unit or Crime Stoppers on 1800 333 000. Police are also appealing for anyone with dashcam or CCTV footage of the incident to come forward.

Hit and run crashes

The driver faces a fine of up to $3300 and 18 months’ jail for leaving the scene of an accident involving an injury.

If the driver is proven to have “shown callous disregard for the needs of an injured person”, a jail sentence is mandatory.

It seems riders are particularly vulnerable to hit-run incidents.

We have tried to gather statistics before for the proportion of hit-run incidents that involve motorcyclists without success as relevant departments don’t keep those figures.

However, we suspect riders figure in a higher proportion of hit-runs than they represent as a percentage of traffic on the road.

Reasons for this could be: drivers are unaware they have hit a rider; they think they can get away with it because an injured rider can’t pursue them; or they simply don’t care.

Motorcycle dealers still open in lockdown

Despite the pandemic lockdown, motorcycle dealers across Australia are still open and you should be able to legitimately ride there.

We spoke to several dealers who say they are still trading, still buying and selling motorcycles and still selling accessories and rider gear.

However, they do say trade is down because many riders either think they are closed and/or don’t think they can legitimately ride to a dealership during the lockdown.

The Federal Chamber of Automotive Industries (FCAI) has taken the initiative to release a statement advising motorists that motorcycle and car dealerships are still open for sales and service.

In fact, some dealerships are offering a free pick-up-and-delivery service for motorcycles to get them serviced or repaired.

The FCAI, the peak body for the automotive industry in Australia, says it is important that dealerships remain open during the coronavirus lockdown.

“Since the onset of the pandemic, personal transport has increased in importance as it provides a secure, socially distanced manner of commuting to important engagements, such as health care appointments, shopping for essential items, or travelling to work (where necessary),” their press release says.

“To ensure commuters’ vehicles are in prime operating order, dealerships from all brands around Australia have opted to remain open to provide sales support and essential maintenance services.

“This allows customers to safely replace their current vehicle or motorcycle should the need arise.  To facilitate the purchasing process, the Chamber understands that short evaluation or test drives/rides are permissible for prospective customers wishing to purchase a vehicle for their essential commuting requirements. 

“In addition, available after-sales facilities ensure customers are able to have their car or motorcycle professionally serviced to ensure it remains in prime operating condition.”

While strictly observing all requisite pre-existing hygiene practices, many dealers across the country have included additional precautions to safeguard their customers.  

These include:

  • Virtual sales and service consultations;
  • Contact-free drop off and pick up of serviced vehicles;
  • Contact-free delivery of vehicles for evaluation drives;
  • Enhanced detailing and disinfecting practices; and
  • Physical distancing in sales and service facilities.

In states where travel restrictions are in place, riders should still have legitimate reasons to ride to their local dealership.

If stopped by police, you should advise them you need to buy riding gear or a part for your motorcycle which you need to get to work, visit a doctor or go shopping.

Or you could argue that you are buying a new or upgraded bike to ride to work.

Make sure it is a legitimate, though!

Police may not accept your excuse, especially if you are not riding to a local dealership.

But at least you have given them a legitimate reason.

If they say it’s not a valid excuse, don’t argue. Simply turn around and go home.

Judging by the daily notifications we receive from police about the issuing of Personal Infringement Notices (PINs), it seems they are now providing warnings in the first instance.

Some riders have suggested that you reserve your “right to silence” if pulled over by police.

However, Brisbane lawyer Andrew Evans says not offering an excuse would immediately incriminate you.

Harley-Davidson Softail Standard review

The 2020 Harley-Davison FXST Softail Standard is not only an entry model for their 107-cube Milwaukee Eight big twin, but also the perfect donor bike or “blank canvas” for customising.

It comes with a solo seat, mini-ape bars, shotgun exhausts, 19-inch chromed steel rims with classic spokes and not much else.

At $A21,495 ($NZ22,750) ride away you can set aside some cash for custom parts and factory accessories.

Most will probably start with forward controls for a more relaxed riding position as well as better cornering clearance. Shorter folk will probably leave it as it is with its ultra-low 680mm seat.

The Softail Standard makes a welcome return to the stable as it was one of the Milwaukee’s company’s best-selling bikes in Australia for many years.

Obviously, there are a lot of riders like me who enjoy the simplicity of the bike and the scope for customisation.

However, the 2020 Softail Standard is a long way from the 1984 Evo original or the last model in 2007, thanks to the last major overhaul in 2017.

It’s also a more refined unit which you will notice the moment you hit the ignition switch. There is no longer an awkward jolt, but a delicious thump of big-twin vibe.

Harley doesn’t discuss or reveal power output figures, but the Milwaukee Eight has 149Nm of arm-wrenching torque and with that much grunt, there is little need to work the gears.

If you do, those familiar with Harleys will be pleasantly surprised by the slicker, positive and quieter gearshift. And you can find neutral relatively easily!

Handling and rideHarley-Davidson FXST Softail Standard

The other big update in 2017 was the improved ride and handling, thanks to shedding about 17kg in weight, a 17% stiffer frame, emulsion rear shock and Showa dual-bending-valve forks.

It now feels more solid, rides smoother over the bumps, holds its line better through corners and provides confidence in cornering.

The Showa forks not only provide positive steering, but also delete that jackhammer effect through the grips, although I did find the thick rubber grips hurt my arthritic hands after a couple of hours of riding.

I don’t mind the mini ape hanger bars that bring my fists up to chest height. They provide some hand-eye co-ordination which helps with tight manoeuvres, but can be uncomfortable on long highway stints where your body forms a windsock position against the wind blast.

However, the Softail Standard isn’t a highway tourer. It’s a cruiser designed for blasts through the hills.

Despite the single 300m disc brake up front, I am impressed with its ability to bring 297kg of heft to a prompt stop with minimal fork dive even though the rear brake feels lifeless.

Styling

While Harley has gone for a traditional style, there are some mod-cons such as digital instruments and an LED headlight with a good spread of even light.

Those minimalist instruments are an absolute delight.

The main screen is discretely incorporated into the handlebar with a smaller screen tucked underneath. Nothing to spoil the look of the front end.Harley-Davidson FXST Softail Standard

Despite being small and minimal, they are easy to see in all light conditions and include quite a bit of information.

The main screen displays the fuel gauge, speedometer and gear position all the time and you can toggle through the clock, fuel range, odometer, two trip meters and rev counter via a handy toggle switch on the left switchblock.

The bottom screen displays the warning lights and indicators.

While some Softail Standard owners will enjoy slicing and dicing this blank canvas into their dream bike, Harley has also made it easier with a choice of four accessory packages:

  • Day Tripper Custom Package: Pillion seat and a 21-inch detachable sissy bar with pad, passenger foot pegs and mounts, forward foot controls and a black leather Single-Sided Swingarm Bag.
  • Coast Custom Package: Softail Quarter Fairing, black anodised aluminium Moto Bar handlebar and 5.5-inch riser, a Bevel two-up seat and passenger foot pegs, and BMX-style foot pegs from the 80GRIT Collection.
  • Touring Custom Package: Sundowner two-up seat and passenger foot pegs, a 14-inch-high light smoke quick-release windshield, classic black detachable saddlebags and a 14.5-inch detachable sissy bar and backrest pad.
  • Performance Custom Package: Throttle response and mid-range acceleration is improved with a Screamin’ Eagle Stage II Torque kit for the Milwaukee-Eight 107 engine, Screamin’ Eagle Pro Street Tuner, Screamin’ Eagle Heavy Breather Performance Air Cleaner and Screamin’ Eagle Street Cannon mufflers. Watch wild Brazil motorcycle cop chase

A new video has emerged of motorcycle cop in a thrilling but highly dangerous motorcycle chase through the narrow streets and back alleys of Brazil.

The notorious police unit is called ROCAM which stands for Ronda Ostensiva com Apoio de Motocicletas in Portuguese and means “Ostensible Round with Motorcycle Support”.

The 7:36 minute video is a thrill a second, but like many similar ROCAM videos it has attracted a lot of negative comments about the dangers to the public of such police pursuits.

The video does not explain why police initiated the chase.

However, Brazil has high rates of violent crimes and is in the top 20 countries in the world for murder.

ROCAM is a group of select police deployed to fight drug and violent crime.

They work in groups of two and do specialised training every 15 days riding Yamaha and Honda motorcycles from 180cc up to the 647cc Honda Transalp.

The unit was formed in 1982 in Sao Paulo but there are now units all over Brazil.

Police pursuits

A leading police study has found the three most pressing issues for police reform around the world are use of force, policing of violence in families and high-speed pursuits.

A 2009 Australian Institute of Criminology study found deaths in custody at police stations are declining but “deaths in custody” as a result of high-speed pursuits were rising.

While less than 1% of police pursuits results in a fatal crash, 38% of the people killed are innocent bystanders.

It’s much worse in the USA where one person dies every day as a result of a police pursuit. Of those deaths, 1% are police, 55% suspects and 44% bystanders.

Most police procedures acknowledge the judgement of the officer at the scene to begin a pursuit.

However, continuation of the pursuit is then deferred to a senior officer at the station or headquarters.

They have to make a quick judgement based on the lethal risk to the community of the chase versus the lethal risk to the community of letting a serious offender escape.

This must be backed by information, not just mere suspicion.

Queensland police figures show only about 3% of pursuits involved imminent threat to life or a suspect escaping after a homicide.

Police have a duty to not only prevent and control crime, but more importantly, they have a duty to protect the community and that includes from their own reckless behaviour and judgement.

Restrictive practices

Despite criticism from police unions, most pursuit policies around the world, including the USA, are becoming more restrictive.

In many jurisdictions, pursuits are only allowed if there is a serious risk to public safety or in relation to a major crime involving death or injury.

However, there is an issue about making these pursuit policies public. Some say they should be public to show transparency while others believe it would give criminals clues on how to evade police.

Those who support pursuits point out that the number of people evading police is rising as a result of more restrictive pursuit policies, despite higher penalties for evading police.

Making the issue more complex is the degree of the pursuit.

Should there be an upper speed limit for police? Should police be allowed to break other road rules in the pursuit?

There have been incidences of police driving at more than 200km/h in a pursuit and on the road side of a major highway.

Another issue is whether police should be criminally culpable in the instance of a death resulting from a pursuit.

To a degree, technologies such as CCTV and number plate recognition cameras, negate the need for pursuits, anyway.
