Inspectors trained in motorcycle road hazards

A fatal motorcycle crash on a corrugated road surface has sparked a new training program for inspectors to look out for specific road hazards that endanger motorcyclists.

VicRoads Safe System Road Infrastructure Program director Scott Lawrence says the training for existing surveillance officers would help road crews “better identify imperfections and other potential road hazards for motorcyclists”.

“The program has been designed by leading road safety experts with extensive motorcycle safety knowledge to help identify road imperfections and other hazards and ensure these are remedied as soon as possible,” Scott says.

“The surveillance officer teams, some of which include motorcyclists, are committed to reducing road hazards including surface imperfections (particularly on bends and on the approaches to bends), debris and other environmental factors that could destabilise riders.”

He advises that motorcyclists can also call 13 11 70 to report a road hazard.

Victorian Motorcycle Council media spokesman John Eacott says the move is a direct result of “a fatal motorcycle accident involving a pavement shove (corrugations) which destabilised the bike”.

He says the training “can only be seen as a positive”.

“The VMC support this and look forward to more road safety initiatives that make riding safer,” he says.

“One such initiative which is long overdue is an extensive campaign to educate all road users about motorcycle lane filtering and both its safety and congestion-relieving benefits.”

Former No 1 member of the Motorcycle Riders Association of Australia, Rodney Brown suggests motorcycle riders have input into the new VicRoads training.

“VicRoads needs to undertake a proper training needs analysis in partnership with motorcycle riders, pillions and other stake holders,” he says.

Dean Marks, the independent rider representative on the Motorcycle Experts Advisory Panel to the Roads Minister, questions the ability of VicRoads to respond fast enough to road hazards.

“VicRoads has not really done any sort of serious advisory work to notify riders and drivers of this number and process. It is something you need to search for,” he says.

“As we know, road conditions that may be suitable for four-wheeled vehicles may have a very different and fatal outcome for riders.

“Should riders stop and call every time they encounter unsafe road conditions, they would be lucky to cover 200 metres in a day.

“We are yet to see what will be done in the form of response to any hazard called in. We already have a plethora of situations where VicRoads have been advised of serious hazards and they still remain unmarked for elongated periods of time.

“I honestly feel that riders are treated with a great deal of contempt. In any environment where safety is paramount, education and proactive actions are first and foremost.”

The VicRoads training initiative is part of a recent $1 million road safety package funded by the Victorian motorcycle safety level.

The package also includes:

  • An extension of the bus lane trial in Hoddle and Fitzgerald streets to include the Eastern Freeway inbound from the Chandler Highway to Hoddle Street, and Victoria Parade between Hoddle Street and Brunswick Street; 
  • Developing a learner and novice rider pack containing tips, resources, a high-visibility vest and other “safety” equipment; and
  • The MotoCAP motorcycle protective clothing star rating system will be “further promoted to help riders make better choices when it comes to buying safety gear”.

Water to cool melting tar in heatwave

Water will be sprayed over the Oxley Highway in the next few days as the road melts even more in the current heatwave conditions.

The road began melting in December in 31C heat and is now melting even more as temperature soar higher.

Save the Oxley campaigner Ken Healey says the lines of molten tar are “right on the line your bike is going to take”.

In a short-term fix, the Roads and Maritime Services poured sand on the slippery melting tar last week. This prompted outrage from riders.

Motorcycle Council of NSW chairman Steve Pearce said it was “very disappointing to see this work without any consideration for motorcyclists”.

“You could easily come to the conclusion that Melinda Pavey doesn’t want motorcyclists to use this road, remember it was just a year ago when the speed limit was dropped,” he says.Oxley Highway sand fix water

Now the RMS says Walcha Council will spray the melting road surface with water between Toms Creek and 85km west of Wauchope “due to extreme heatwave conditions”.

“Roads and Maritime Services acknowledge water is a scarce resource at this time, however it is required to ensure the safety of motorists and keep the road open,” a spokesperson says.

“Council will be monitoring the road and will use the water cart as required to cool the bitumen for the safety of all road users.

“Roads and Maritime is working with Walcha Council to identify and carry out further work in the coming weeks, taking into account appropriate weather conditions required for this treatment.

“Road users are reminded to take care and drive to conditions on all roads in northern and western NSW following extreme weather events.”

Speeds in affected areas will be reduced to 60km/h with variable message signs indicating the speed change and the affected road surface.

Ian Kite, a 40-year local government infrastructure manager and lecturer in road construction, pavement design and bitumen sealing says the technical term for melting tar is “bleeding”.

“The cause of the problem is the aggregate in the seal being completely submerged by the bitumen and allowing the tyres to make contact with the bitumen,” he says.

How to fix the issue

Ian says sand is the “quickest/simplest/cheapest solution” in the short term to absorb the excess bitumen.

Sometimes fine aggregate or crusher dust is also applied.

“The bitumen adheres to the surface of the particles and is no longer free to stick to tyres or present a slick surface,” he says.

He says the photos of the road indicate a high application rate of sand resulting in a loose, unbound surface “not much better than the slick road”.Oxley Highway sand fix water

“It’s pretty hard/near impossible to get the application rate just right since the bleeding of the surface is not uniform,” he says.

“Therefore it is usual to over-apply the sand or dust, but sweep off the excess ASAP.

“Until the sweeping is done, appropriate ‘slippery surface’ signage should be in place.

“I would expect the sweeping to be carried out within 24 hours. It may be necessary to re-apply the sand on subsequent hot days followed by sweeping.”

Other long-term solutions require analysis, design and specialist equipment to implement, Ian says.

Treatments include application of a “fog” coat of bitumen, rolling in another layer of aggregate, removal of excess bitumen by water blasting and replacement of the entire seal.

Ian says the analysis, design and resourcing of these treatments may take a couple of months to a year to organise and finance.

Similar melting tar on the Mt Glorious Rd west of Brisbane in 2017 resulted in at least one rider crashing.

Queensland Main Roads spent months working on the road to fix the issue with various methods.

Sand used to treat melting Oxley Highway

Riders have been alarmed to find sand over a section of the Oxley Highway where hot weather has caused the asphalt to melt and become slippery.

The Roads and Maritime Services was alerted to the problem last week and said they would inspect the surface this week.

“Sand was placed on the Oxley Highway to address soft pavement issues following extreme weather conditions and to improve traction,” an RMS spokesperson says.

“Excess sand is now being removed and a reduced speed of 60km/h is in place until further work is completed on the pavement surface.

Local rider Ken Healey reported the sand on the Port Macquarie Road Riders Facebook page.

It has been placed over melting tar on the road about 25km west of Gingers Creek not far past the 80km/h zone.

RMS says “:further surface treatment is required”.

“Roads and Maritime Services is working with Walcha Council to carry out this work in the coming weeks, taking into account appropriate weather conditions required for this treatment,” the spokesperson says.

Melting road surfaces have also been encountered on recent roadworks on the mountain section of the Oxley Highway.

“It is already getting slippery on the new surface that is only a few weeks old, on the bottom half of the mountain,” Ken says.

“It will be ripped to bits by the end of summer and even more dangerous.

The RMS told us last week it is “investing in the safety of Oxley Highway with a significant package of work recently implemented along the corridor”.

Roads and Maritime undertook resealing work in November and December on the Oxley Highway between Toms Creek and 85 kilometres west of Wauchope, which includes work in the mountain section.

“This reseal was comprised of a spray seal mix of bitumen and aggregate,” the spokesperson says.

“It is acknowledged motorbike riders frequently use the Oxley Highway for recreational purposes.

“Riders need to take safety precautions at all times while riding and this includes being aware of the road environment, particularly during extreme temperatures at this time of year – which can affect road surfaces.”

From Sunday (January 13, 2019) there will be lane closures at Spencers Cutting for roadworks on a 1.2km section of the highway.

To reduce impact on traffic, work will be carried out between 6pm and 6am from Sunday and is expected to be complete by Friday 25 January, weather permitting.

Traffic control and a reduced speed limit of 40km/h will be in place.

Parts of the famed and much-loved Oxley Highway are melting in recent heatwave conditions, prompting a departmental inspection to assess the dangers to motorcyclists.

Local rider Ken Healey says on the Port Macquarie Road Riders Facebook page that the road 25km west of Gingers Creek not far past the 80km/h zone is melting in the heat.

Potholes causing more riders to crash

Riders are three times more likely to be involved in crashes caused by potholes and poor road surfaces than any other vehicle type.

A new British Automobile Association survey found that while potholes cause damage to cars, they are a greater injury threat to riders.

They say riders swerving to avoid potholes can also cause crashes.

It comes as a new Monash University’s Accident Research Centre report into motorcycle crashes suggests governments improve the quality of rural roads and evaluate roads for their specific motorcycle safety.

Some critics say that our fixation on the state of our roads and poor roadworks is over the top and riders should simply ride to the conditions.

However, the conditions are getting worse and councils and governments continue to duck for cover when riders crash and dare to seek compensation.

Gold Coast rider Robyn Love is still awaiting a reply to her claim for combination after crashing her Harley in unswept roadworks on the Lions Rd in June.

There is no doubt that potholes are dangerous to riders.

A pothole can cause a big jolt in the front suspension, kick the handlebars about and possibly damage a rim. But at least the suspension is set up to absorb most of the impact.

However, bumps or a seam of humps in the middle of a lane caused by heavy vehicles pushing the tar up may be even more dangerous.

They can lift the front wheel off the ground, kick the bike left or right into the bush or oncoming traffic, or cause a tank slapper where the handlebars oscillate wildly.

Bumps are also harder to see and seem to be less likely to be fixed than potholes in yet another example of how the authorities ignore and neglect motorcycles.

Five tips for riding old wooden bridges

In the wake of a damning report that says one in five wooden bridges in Australia is in need of repair, we have compiled five tips on how riders should tackle these bridges safely.

Dangers for riders consist of rotting planks, exposed nails and spikes, and longitudinal planks that can knock a bike off course.

The poor condition of our bridges and the backlog of repairs is highlighted in the 2018 National State of the Assets: Roads and Community Infrastructure Report.

You might find that our tips about riding these bridges are similar to our tips for riding through roadworks and gravel.

Longitudinal planks can be a danger to all two-wheelers
  1. Slow down and approach all wooden bridges with caution. Don’t hit them at top speed as wiping off speed on a wooden bridge can be another issue as wood is not as grippy as asphalt.
  2. If it’s in a remote area and looks very old, you might even consider hopping off the bike and walking the bridge first to see if there are any missing, loose or rotten planks. It’s a bit like how you might walk a creek crossing first before venturing across.
  3. When you start riding the bridge, keep your eyes up like on a gravel road, looking ahead for any hazards. This will also help with your balance if you have to ride between or on a longitudinal plank. Never look down or that’s where you will end up!
  4. If you’re riding in a group, tackle the bridge one at a time. Watch where the other riders in front go and follow their line. If they made it across safely, then so should you.
  5. Ride the bridge in a low gear at a constant throttle so you can quickly either stop or increase speed as needed.

20% of timber bridges need fixing

Timber bridges add authenticity to a rural ride, but they can be a particular danger to riders with longitudinal planks, rotting wood and exposed spikes.

The Australian Local Government Association (ALGA) says one in five of these local timber bridges are in poor condition and there is an extensive backlog of bridges that need fixing.

They have called for permanency of the Federal Bridges Renewal Program to help fix or replace local timber bridges.

The findings come from the 2018 National State of the Assets: Roads and Community Infrastructure Report, launched today (November 20, 2018) at the National Local Roads and Transport Congress in Alice Springs.

ALGA President Mayor David O’Loughlin says that despite increased investment to renew bridges and the continued effort of councils to extend the life of their ageing assets, the backlog of bridges in poor condition remain largely unchanged.

“Councils are doing their best to bring these bridges up to a reasonable condition but this report shows that the scale of the problem is beyond the current resources and revenue streams available to councils,” David says.

“The Bridges Renewal Program has proved to be a very successful and important partnership between the Commonwealth and councils to improve road safety and freight productivity; more than 205 local bridges have been fixed using around $120 million of Commonwealth funding.

“Councils are keen to continue this partnership to deliver this important work and are calling for the program to be made permanent.”

Timber bridges replaced

Earlier this year the famed Lions Rd crossing the NSW-Queensland border was reopened after 18 months of bridgework that required replacing timber bridges with concrete constructions.

Kyogle Council received $2 million through the Australian Government’s Bridge Renewal program to replace the timber bridges, five of which have load limits between 2 and 25 tonnes imposed on them. 

However, the ALGA is calling fr an end to the uncertainty of the Bridges Renewal Program.

They say further budgetary pressure has been placed on them with Commonwealth Financial Assistance Grants (FAGs) declining steadily over the past 20 years.

It has fallen from 1% of Commonwealth Taxation Revenue in 1996 to just 0.55% today.

The result is the poor state of our rural roads and was the focus of the Bad Roads Rally at the weekend ahead of this weekend’s Victorian election.

David says the short fall in FAGs funding has been “swept under the rug for too long and the impact has been most acutely felt in regional and remote councils throughout Australia”.

“The Bridges Renewal program helps tackle the backlog in fixing bridges, but a fairer share of Commonwealth taxes is vital to restoring sustainable levels of funding in the longer term, particularly for our regional and remote communities,” he says.

“That is why we are also calling for a restoration of the FAGs funding levels back to at least 1% of CTR to ensure our councils are adequately resourced to provide, maintain and renew the infrastructure and services our communities deserve.”

More than 400 councils across Australia provided data for the 2018 State of the Assets report.

Rider’s widow urges vote for roads

The widow of a rider killed when he hit wire rope barriers has urged riders to vote in this weekend’s Victorian election for the party that pledges to improve the state’s roads.

Jan White was speaking at the Bad Roads Rally in Bendigo at the weekend.

Her husband, Phil, died a year ago when his Harley hit a kangaroo on the Calder Highway and was thrown from his bike, hitting the WRBs.

Jan says the most important issue to her is halting the rollout of wire rope barriers while a “proper safety review” is undertaken in consultation with motorcycle groups.

“This would have to include a review of our accident reporting systems in my strong view,” she says.

“I want to see the promise of action to make all roads safe for all vehicles on our roads, no matter if four wheels or two.”

Rally organiser Damien Codogntto of the Motorcycle Riders Association of Victoria (formerly the Independent Riders Group) claimed the event attracted about 100 people, including five candidates in Saturday’s Victorian election and members of the media.

Earlier this month the Liberal Nationals promised to halt the rollout of wire rope barriers but did not advocate against their use.

MP Peter Walsh told the rally that if they attained government they would also restart the Victorian Parliamentary Inquiry into VIicRoads management of country roads.

On the same day as the rally, Victorian Police called for doctors to dob in old drivers and riders that they deemed unfit, lower speed limits and deploy more speed cameras.

I speak today in memory of my husband Phil White and on behalf of our children, Madison, Molly, Raechel, Shane, Danielle and Chris, our family and friends. The pain of knowing how Phil died is indescribable.

On 5th November last year Phil was thrown from his motorbike and into the wire rope barriers where he died.

Make no mistake, he did not die from his bike hitting a dead kangaroo on the road. He died upon impacting the wire rope barriers.

He had no chance at all of surviving that day.  The wire rope barriers hemmed him in and were directly in his path. It could have, and should have, been different. He should have come home to us that day.

None of us will ever be the same.  I have read each and every witness statement of the events of that morning and there should be no confusion, there is no confusion of what took Phils life.  And yet, there is no mention officially implicating the wire rope barriers in my husbands death. 

Phil’s cause of death is officially listed as ” a result of multiple injuries caused from a mototcycle incident.”

We ask, where is the justice in this?  Systems need to be changed.

How many other deaths have there been to the wire rope barriers where the true cause of death is lost or filtered amidst the trail of forms, reports and people? 

There can no truth in the statistics we are fed. There is no truth in them.

In our view — Phil White’s grieving family — the road authorities have much to answer for. 

They created the only roadside hazard in that area; already known by Vic Roads to be potentially lethal to a motorcyclist. Yet there it was, the hazard that brutally stole the next 20  – 30 years of  life from Phil and from us all. The years that he was looking forward to. Gone in an instant.

And so, we stand united today, in memory of the unjust death of our husband and father and on behalf of all road users , demanding a change to the wrongs of our governing road authorities and government.

We demand the right to be safe when we travel our roads as voting road users

Not just for some, but for all.

’Tis the season for resurfacing roadworks

Riders should be aware that spring and summer is the season for resurfacing roadworks in most southern areas because the warmer weather makes asphalt more stable and easier to compact.

NSW alone has more than 175km of road resurfacing scheduled over the next few months.

Roads and Maritime Service Regional Maintenance Director John Dinan says asphalting work starting this month includes the Ballina Bypass (Pacific Highway), the Bruxner Highway near Alstonville, Pacific Highway where to intersects with the Oxley Highway, and at Coffs Harbour.

“The warmer weather allows the asphalt to remain stable and easy to compact before it cools,” he says.

However, asphalt resurfacing occurs all year round in Queensland, north NSW and northern parts of South Australia and Western Australia.

Poor roads, inferior roadworks and incomplete cleanup after roadworks are particularly dangerous to motorcyclists, causing crashes and even fatalities.

John says there is about 2.5 tonnes of asphalt per cubic metre of road and they can lay up to 2000 tonnes of asphalt per day. They target resurfacing 2.3% of all tarmac roads a year.

“Asphalt is safe, smooth and durable and is up to 100% reusable,” he says.

“It’s also flexible and new technologies used is making asphalt a more sustainable choice for road surfaces.”

Australian Asphalt Pavement Association NSW Executive Director Dougall Broadfoot says motorists are not allowed to ride on newly laid asphalt until it has cooled to below 60C.

“If the new asphalt surface is not allowed to cool down sufficiently, passing vehicles may affect the smoothness of the surface before it sets,” he says.

“By driving over soft asphalt it may create bumps and grooves on the surface, which would be a less smooth journey for motorists. An uneven surface also causes water to pool in the grooves.

“So please be patient when near worksites, for the safety of yourself and workers. Follow the instruction of traffic controllers and the reduced speed limit of 40km/h when work is carried out.”
